I've got confused by that too. Currently there are 3 defines in regard
to relocation:
CONFIG_SYS_ARM_WITHOUT_RELOC
CONFIG_RELOC_FIXUP_WORKS
CONFIG_SKIP_RELOCATE_UBOOT
