Description: This patch special cases vhd images while validating it. Without this patch we can't create vhd backed vms.
IanJ - We need this patch as we are dropping disk change patches 3-5 for 4.1
IanC - This patch includes the suggestion you made to check for just DISK_FORMAT_EMPTY.
