I'm not sure to what extent these short descriptions matter, but:

Igor actually works for CompuLab, which is a board manufacturer that 
contributes to upstream quite a bit.  He's not OMAP-specific - he works
on PXA stuff also, and either he or some of his colleagues have worked on 
Tegra platforms too.

The motivation behind nominating him was to have representation from 
people with cross-SoC experience.
