Build stubxenstore only when building stubdomain.
Fixes build failure on platforms w/o stubdomain support.

Strictly speaking it is possible for a platform to support stub domains
but not the necessary dom0 kernel interface to use this particular stub
domain -- but we can cross that bridge if/when we come to it.
