Not really. If there is an IRQ and the UART says "not for me", either
the UART is buggy or someone else injects on that line.

Linux uses that UART normally on IRQ 4 as well?

Is there any IPMI / Serial-over-LAN stuff configured in the BIOS? If so,
disable.
