[Bug 4037] neard 0.9 build fails during package_write_rpm

FYI - I reported this bug when neard failed to build.  This affected 
fsl-image-test, which depends on packagegroup-base, which adds neard.

I think that packagegroup-base should be called packagegroup-universe.  It 
brings in so many packages that I would not consider to be 'base' packages.

The base is to gather package depending on machine and distro
features; it does not target a minimal system.

Usually it is used as base for a more specific image. You can also use
more specific packages and even add them one by one if you wish.

The maintenance effort will be higher but it can be done when needed.
