new ceph-commit, ceph-qa lists @ceph.com

The old ceph-commit@ceph.newdream.net is moved to @ceph.com, and there is 
a new ceph-qa@ceph.com.  The fire hose of commit messages now go to 
ceph-commit@ceph.com, and the automated qa is now pointed at 
ceph-qa@ceph.com.

All existing subscribers to ceph-commit got moved over to the new list, 
but you'll need to sign yourself up for ceph-qa if you want to keep 
getting that content.  Just email

 ceph-qa-join@ceph.com

cloud someone please update also the "Mailing lists & IRC" webpage at
ceph.com (http://ceph.com/resources/mailing-list-irc/)?

The issues are:
- ceph-commit: points still to ceph-commit@lists.ceph.newdream.net
  Note: you may need to add a link to the old archives or you need to
  merge the archives from [1] and [2].
- ceph-qa: is completely missing at the page
