UML has no io memory, period.
Same applies for s390, it also includes asm-generic/io.h in the !CONFIG_PCI
case.
UML and s390 are very special here.

UML has no io memory, period.
Same applies for s390, it also includes asm-generic/io.h in the !CONFIG_PCI
case.
