I would prefer to have constant macros for register offset unless you 
have a good reason to do otherwise.

Is soft reset needed for every power-on? Shouldn't soft reset be present 
in phy_init?

Is soft reset needed for every power-on? Shouldn't soft reset be present 
in phy_init?
