Thanks Auke. So now I have been able to build the powertop binary and run it in Linux system. In order to run it in Android platform what needs to be done differently. How can I use the Android.mk file provided with the release? Could not find any documentation on that.

Android OTC repo contains powertop under "external" folder. This may be 
older version, but you can merge the latest version.
