I do not know if this is something that happens later, or should be fixed soon.
I know kexec changes says that the Xen interface is now 4.4 for kexec, but the library still says 4.3:

This is an ABI so it would only need to change if the ABI has. I'm
pretty certain that it has in this case.
Normally we do a sweep of all the libraries late on in the release
process and pick up any ones we missed during development.
I'm sure it's on Ian J's release checklist.
