ISA EC Table Cache

Hi Loic, 
as discuess I have prepared the pull request to add the shared table cache. It is rebased today against matser.

The pull request is here: https://github.com/ceph/ceph/pull/2262

I am not around for 10 days, so if you see issues or want changes, you can just postpone it until I am back or do the required changes.
