CONFIG_CPU_FREQ=y on default config,
And I have just checked 
/sys/devices/system/cpu/cpu0/cpufreq/scaling_governor

Before writing:
# cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_governor
ondemand
just after writing:
#cp /tmp/file-350mb /mnt/ ; cat 
/sys/devices/system/cpu/cpu1/cpufreq/scaling_governor
ondemand
