Add the linux-yocto_3.19.bbappend to support the genericx86 BSP

Tested on a variety of machines both 32 bit and 64 bit

Yes, sent!  I have been testing with a local.conf change that set the 
PREFERRED_VERSION, I validated that this builds the right kernel.
