I started out to just add the new tunables for 0.8.3 to the perl-admin
webinterface and ended up mostly rewriting it too.

It now uses CGI::FastTemplate to construct the HTML pages in order to
make it possible to customize the pages.

Furthermore it is possible to configure alternative topdirs and change
the text for the existing tunables.

Very nice! I've been testing it, and it's definately an improvement (not
that the old interface was bad or anything).

I'm going to wrap this up and release 1.0.0-RC1 real soon now. I've
finished the +get feature that was the last one on my original feature
plan for 1.0.
