To get the ROUTE target, you need to apply it from patch-o-matic. I only found this URL, http://www.netfilter.org/patch-o-matic/pom-extra.html which illustrates how to use ROUTE target and author's email address, but I still can't find the patch. http://www.netfilter.org/patch-o-matic/ appears to be almost empty.
