When I checked with the FSF a few months ago, about the currently
recommended form of the GPL header, I was told that this is
perfectly acceptable:
You should have received a copy of the GNU General Public License
along with this program. If not, see <http://www.gnu.org/licenses/>.
Then you don't have to update the address whenever the FSF moves.
