Can the user even see that the SFP is still up? Does ip link show
give:

3: eth42: <BROADCAST,MULTICAST,LOWER_UP> mtu 1500 qdisc noop state DOWN mode DEFAULT group default qlen 1000

i.e. LOWER_UP despite DOWN?

Roopa added:

    rtnetlink: add support for protodown reason

Maybe we need the opposite as well?
