Fix the following QA issue:

  ERROR: QA Issue: nerdctl: ELF binary /usr/bin/nerdctl has relocations in .text [textrel]

We want to use -buildmode=pie, in order to avoid duplicating codes with
go.bbclass, make use of GOBUILDFLAGS.
