Fix timestamp handling for Xe LRC contexts to avoid races and false
timeout detection. The first patch documents and centralises the
CONTEXT_ACTIVE sentinel and makes MMIO reads of CTX_TIMESTAMP TOCTOU-
safe by verifying the LRC-stored timestamp before and after the MMIO
read. The second patch treats sentinel values (0 and CONTEXT_ACTIVE)
as "no elapsed time" and adjusts the delta calculation to handle the
32-bit wrap, preventing false TDRs when the sentinel is observed.

Problem: CTX_TIMESTAMP MMIO reads could be stale if a context
switched out between check and read; LRC stores a sentinel while
a context starts that must not be treated as a real timestamp.

Fix: Check the LRC-stored sentinel before and after the MMIO read;
return the LRC value if the context switched out to avoid TOCTOU.

Note: Keep XE_LRC_CTX_TIMESTAMP_ACTIVE in xe_lrc.h as the
canonical sentinel.

Problem: Using LRC ctx_timestamp values 0 or the CONTEXT_ACTIVE
sentinel in time-delta calculations can produce a large wrap-around
result, which can trigger a false TDR.

Fix: Detect the sentinel values and treat them as "no elapsed time"
(return false). Compute the delta with wrap handling when
ctx_timestamp < ctx_job_timestamp by adding U32_MAX, ensuring
correct diff calculation across the 32-bit wrap. Runtime logic is
otherwise unchanged.

Both zero and one are valid values after a 32-bit wrap, since we are
only examining the lower 32 bits. If I recall correctly, we didn’t make
this computation 64-bit because some platforms we unofficially support
have 32-bit timestamps, and our assertion shows that a 32-bit timestamp
scales to hundreds of seconds, which is much larger than the 5-second
timeout.

Sashiko [1] also flagged some other valid existing issue. There are very
hard to hit race, but look valid. I don't think it worth blocking this
patch and this fix itself LGTM but I think we should open a Jira to
track the issues raised by Sashiko and get those fixed sooner or later.
