Unfortunately, I don't have any more ideas.
On HP laptops (especially non-gaming models), the fan curve is hardcoded inside
the Embedded Controller (EC) firmware and cannot be controlled directly by the
OS. Since the ACPI tables do not expose active cooling trip points, we cannot
change them via sysfs.
You should ask HP to release an updated firmware: on my side I think I've done
everything in my power.
