Looks like ixgbe_xmit_pkts_vec is ignoring mbuf ol_flags. When setting any
offloads flag (eg DEV_TX_OFFLOAD_TCP_CKSUM) forces ixgbe_xmit_pkts to be used
and PTP timestamping of transmited packet is working again.
