This Adds the WEBTITLE and Compliance information for the Crystal Forest
and update the README for the instructions to build the custom Image.

Please pull them into meta-intel/master.

[PATCH 1/2] [meta-intel] crystalforest: add WEBTITLE & Compliance information

The WEBTITLE will be used to publish the BSP on the Yocto Project Website.
And adding the Yocto Project Compliance information for the 1.3 release.
