I do not have that file on my build machine so I canno make "doc" now.
Should I install something?

docbook SGML/XML processing is a science of its own ;) On debian
(and derived distributions) the best working program is docbook2man
from the docbook-utils package.
Different distributions -- different programs -- different packages...

remove nex part of line
"/usr/share/xml/docbook/schema/dtd/3/docbookx.dtd"
from
<drbd source folder>/documentation/*.sgml
