RFC: workaround for bug 3664

Hi,

my wlan card requires firmware loaded to operate.  It seems the card
forgets the firmware upon suspend.  I reported this as bug 3664 and
would like to propose attachment 4662 from said bug report (plus
corresponding PR bump) as a temporary work-around.  Any comments?

Koen and XorA provided some helpful comments and we have an improved
version now that you can comment on:

couple of comments.

1) OE is not poky
2) please don't hijack threads
3) the given URL does not fetch here, either

while that is true, I must have overlooked the bb file being in OE as
well when I looked.
