Hi all,
The LARTC Howto refers to SCP in point 9.5 to "do some bulk data transfer
with a tool that properly sets TOS flags".
I don't find this software. Could someone please help me.
Where can I find the soft with docs, please ?

Try http://www.openssh.org/ :-)
scp stands for secure cp, per analogiam to rcp being remote cp.
Both are on top of ssh and rsh respectively.
