Is there a recommended .config file for building a good
router/firewall kernel?
I see ETINC has samples for 2.4.12, 2.4.17 and 2.4.19 in
their BWMGR product trial version, but I don't think it uses
LARTC's methods.

Ask in etinc.
There are a lot of commercial products with similar applications like lartc.
