hello all,

I am conducting the MPLS traffic engineering experiments, I have two LSP.
when LSP-1 has congestion, I reroute the a fraction of traffic from LSP-1 to
LSP-2. I want to know does iptables can do this shifting job, if it can,
which parmater I should use? If it canot. any tool I can use?
