Hi!
Is it possible to have a dynamic rate in a htb class?
In other words: Class B's rate should always be x times the _current_ rate
of class A. Ceiling rates should apply nevertheless though.
e.g.: Class A: rate 500 kbit, ceil 2000 kbit
Class B: rate 0.25 * (current rate of class A), ceil 1000 kbit
