Issue "ip monitor all".  Watch nothing happen on the screen.  Where does
the output of monitor go?

Also, does the " [ file FILE ]" option really exist for that command?  I
notice that it is described in the "ip-cref" documentation, but "ip monitor
help" does not show it as an option.

It goes to standard out. The output are for example route changes (try on
one console ip monitor and on another ip route add/del and you will see).
You can monitor the state of devices,addresses and routes with "ip
monitor"...

It is not some sort of network monitor like tcpdump or somesuch.
