Yes. I used it.
But use 2.20 if you can since devik's stuff is in there already for htb.

Sorry but iproute2 only works with kernel up to 2.4
Why you want to use in 2.2?

Even the most recent iproute2 distributions works with kernel 2.2.X. In
order to take advantage of many of the features of iproute2, the kernel
should be compiled with support for the advanced routing options.
Yes, you can use iproute2 on kernel 2.2.19.
