hi, 

Is diskless 486 dx/2 66 with 16 mb ram enough good to work as a firewall
+ QoS (HTB) for 15 users (112 kbit to internet)?
i'm worried about HTB ...

No problem.  But it also depends on the number of active classes you will have 
and the filters you use.
