No, Bulk traffic goes into 1:20
1:30 is super-slow for specific hosts you define.

look at the top of the
# low priority OUTGOING traffic - you can leave this blank if you want
# low priority source netmasks
NOPRIOHOSTSRC# low priority destination netmasks
NOPRIOHOSTDST# low priority source ports
NOPRIOPORTSRC# low priority destination ports
NOPRIOPORTDST
It's doing exactly what it should be doing.
