[LARTC] bandwidth lang

Hi all
Well the thing is I need to learn bandwidth management,fast.
Well I've read a few stuff but the thing is,as I understand,there is
lots of ways and "languages" to use,cbq,htb ens.What is the best and you
now of a howto just for that specific one?
