Does Xen attempt to pre-emptively schedule the domain that is the
recepient of a physical device interrupt. A quick look at the code
appears to indicate that all we do is unblock the domain if it is
blocked (evtchn_set_pending()). Are Driver domains given any preference
in scheduling?

Both BVT and Antropos have some controls for influencing domains'
unblocking latency, but as yet there's been no systematic attempt made
to tune any of the parameters. I know Stephan is looking into some of
this stuff.
