6.18 regression in drm/amdgpu causes random half-second stutters
[2.] Full description of the problem/report:
During normal desktop usage (KDE Plasma 6.5.5), using external HDMI
monitor, using 6.18 kernel causes random stutters, where the computer
lags for roughly half a second.
This is mainly problematic as during the stutter, if a key is currently
pressed, it will be pressed and cause repeated input. The mouse movement
is affected as well.
I observe the lag by doing as little as starting the system and typing
into console. However, when using QEMU/KVM, I observe the stutter much
more frequently (several times per minute).
This issue does not happen on 6.12.65 LTS on otherwise identical
hardware+software.
This issue seems to happen only when using external HDMI display, not
when using the laptop's eDP display.

I performed a bisection between 6.12.65 and latest RC:
b4a7f4e7ad2b120a94f3111f92a11520052c762d is the first bad commit
8ea902361734c87b82122f9c17830f168ebfc65a is the last good commit (tested
for several days with no sign of the stuttering).
[6.] Output of Oops.. message - not applicable, I see nothing relevant
in dmesg either

I am running Manjaro Linux with KDE Plasma, unstable branch. Doing as
little as moving mouse after computer boot or typing in console/any
editor is enough to notice the issue.

Apart from the ADM/NVIDIA hybrid graphics and using NVIDIA Open Kernel
modules 590.48.01, I can't think of any more info that would be relevant.

This is my first kernel bug report, so hopefully I did most things
right. I apologize in advane for anything did anything wrong or missed.
