Could you explain why there is an issue here?
CONFIG_BPF_JIT_DEFAULT_ON=y but prog cannot be jit'ed. So the end result is to return -ENOTSUPP.
It looks okay to me since the jit is required but jit failed, the only choice for the kernel
is to return an error.
