Is it compliant now?? Apparently, Hiawatha supports WebDAV since version 8.2. In 2012.05, only version 8.1 is packaged, but if you look at the current Git version, we have version 8.3 available. I have never used the WebDAV support in Hiawatha, so I can't say for sure, but from a quick read of the documentation and code, then yes, it seems like setting WebDAVapp=yes in the configuration file is enough. It enables HTTP verbs like PUT and DELETE, which are basically what is needed for WebDAV, as far as I understand (my understanding of WebDAV being quite limited).
