I have small patches to the build recipes for pppd and gettext that 
allow them to compile with uClibc. How do I submit them?

contribute to Buildroot by sending patches to the mailing list.

Can you detail quickly the problems you're facing? We're routinely
building pppd and gettext on uClibc and haven't seen problems so far.
