Huh?

toolchain/toolchain-external/toolchain-external-blackfin-uclinux/Config.in:     select BR2_TOOLCHAIN_GCC_AT_LEAST_4_3

So it's definitely used, at least until we remove the ADI Blackfin
toolchain.
