This commit doesn't work well, because even if you chose "legacy build
system", kconfig is used, and it tries to use bison.
Example configuration:
BR2_TARGET_UBOOT=y
BR2_TARGET_UBOOT_BOARDNAME="mvebu_mcbin-88f8040"
BR2_TARGET_UBOOT_CUSTOM_VERSION=y
BR2_TARGET_UBOOT_CUSTOM_VERSION_VALUE="2018.09"
fails with:
