Update to add the option to compile xerces without network
support.

We prefer positive logic, so:

        help
          Enable network support

Note: why -Dnetwork:BOOL=OFF while we traditionally use -Dnetwork=OFF ?

I forgot to add: it should 'default y' to keep existing behaviour.

Based on the information from their website (
https://xerces.apache.org/xerces-c/build-3.html ) and what I found
looking in their source, the option to disable is -Dnetwork:BOOL=OFF
