[Buildroot] [PATCH] board/powerpc/pseries: Set x-vof on qemu command line

This uses a newer firmware implementation that is much faster at booting.
It is supported as of Qemu 7.0.

The command line options are a bit outdated. We could remove them to
let QEMU decide. The default CPU would be "power9_v2.0" and RAM would
be set to 512 MB RAM.
