Fix the following host build failure raised since commit
9525bc7e64e8f44c31ab9dfd3f516ecb35982429:

configure.ac:140: error: possibly undefined macro: AC_MSG_FAILURE
      If this token and others are legitimate, please use m4_pattern_allow.
      See the Autoconf documentation.
configure.ac:328: error: possibly undefined macro: AC_CHECK_LIB
