This reverts commit a5cdb54ed78b136c83dd44aebfa27f715cda5ea3.
The Gallium VC4 driver does not require NEON[1]; Gallium V3D does.
This removes the depends on BR2_ARM_CPU_HAS_NEON config to build Gallium
VC4 on Raspberry Pi, Raspberry Pi Zero and Compute Module.
Note: kmscube with OpenGLES and Gallium/VC4 runs on Raspberry Pi B+ Rev
