But, we may use an intermediate phony target:
$(STAMP_DIR)_phony: $(STAMP_DIR)
.PHONY: $(STAMP_DIR)_phony
$(STAMP_DIR)/skeleton-target-installed: $(STAMP_DIR)_phony

(not tested, but should work)
