Drop the Python 3.14 compatibility patch, which is included upstream [1].

Update the license hash for the replacement of the abbreviated notice
with the full Apache-2.0 license text [2].

-Subject: [PATCH] Fix build with python 3.14
-
-ast.Str was deprecated in python 3.12 and removed in 3.14. It inherited
-from ast.Constant, `Str.s` was equivalent to `Constant.value`, so we can
-use the latter on both old and newer python versions.
