[Buildroot] [PATCH v3 0/8] powerpc: powerpc64 and powerpc64le support

This enables powerpc64 and powerpc64le, adds support for some new cpus, and
cleans up some of the powerpc dependency cruft.

The one thing that dependencies aren't added to prevent:

Only linux kernel-3.12 and later support building for powerpc64le, but any of
the linux headers choices in buildroot work as headers.

since v2:
 - split out patches
 - prevent using too old glibc/binutils/gcc/gdb (2.19/2.24/4.8.2/7.7.1 are the earliest
   working versions, respectively)
 - remove BR2_POWERPC
 - add an extra '\n'
 - remove some powerpc dep cruft that wasn't needed

since v1:
 - remove altivec from generic + 64bit (power4 & 5 break that)
 - filter ppc64le first.
 - SPE config is a bool.

To prep for powerpc64le, we also disable gdb prior to 7.7.1 on
powerpc64le.

The default gdb on powerpc64le is set to 7.7.
The default gdb on anything not special cased is adjusted from 7.5 to
7.6.

[Buildroot] [PATCH v3 8/8] powerpc: add powerpc64 and powerpc64le support

This enables powerpc64 and powerpc64le. Currently, le needs at least
glibc 2.19 and gcc 4.9.0. For gdb, 7.7.1 works (added in an earlier
patch).

This patch should be split into two IMO. One patch adding gdb 7.6 and making 
it default, and the other adding 7.7 for powerpc64le. This would ease somewhat 
the pain of reverting the 7.6 bump in case it turns out to be not a good idea.

To make it even easier, I just made the default change a seperate patch.
