I can't reproduce this, but I think it could be caused by a parallel
build issue. The same happened in mesa:

And apparently, they have a proposed fix for it. Maybe we could see if
a similar fix could be done for openswan ?

I can't reproduce this issue but apparently there is a patch to fix it:

I'm sorry but I can't add my Reviewed-by or Tested-by to that patch

Yes, that was fixes 6 months ago by this commit:

We could do a similar fix for openswan. The problem is I can't reproduce
the failure so I wouldn't be able to test that fix to check if it works
or not.

Did you try something like:

while true ; do make openswan-dirclean ; make openswan || exit 1 ; done

with a high BR2_JLEVEL value ? That's typically how I manage to
reproduce parallel build issues.

I had to install the postgresql-devel package on my host (OpenSUSE-13.2) and enable
BR2_COMPILER_PARANOID_UNSAFE_PATH to reproduce the failure...

The postgresql-devel package installs pg_config on the host, which is evaluated for the
postgresql header search path, giving the wrong/host include path...
