Probably a firewall issue on your end. Is port 3690 blocked?
Try telnet uclibc.org svn, and you should get something like:

Connected to uclibc.org.

( success ( 1 2 ( ANONYMOUS ) ( edit-pipeline svndiff1 absent-entries ) ) )
